Simultaneous Groundbreaking, Inauguration, and Technical Opening of 234 Projects

The total investment of these projects exceeds VND 3.4 quadrillion; of which state capital amounts to more than VND 627 trillion, accounting for 18%, while the remaining portion is non-budget capital, approximately VND 2.79 quadrillion, accounting for 82%.

At 9:00 a.m. on December 19, the ceremonies for the groundbreaking, inauguration, and technical opening of 234 key projects and works, celebrating the 11th National Patriotic Emulation Congress and the 14th National Congress of the Communist Party of Vietnam, will be held simultaneously in 34 provinces and cities nationwide.

According to the Ministry of Construction, among these are 148 projects commencing construction and 86 works being inaugurated or technically opened; including 38 projects under ministries and central agencies, 39 projects under corporations and general corporations, and 157 projects managed by local authorities.

The total investment of these projects and works exceeds VND 3.4 quadrillion; of which state capital amounts to more than VND 627 trillion, accounting for 18%, while the remaining portion is non-budget capital, approximately VND 2.79 quadrillion, accounting for 82%.

As planned, the groundbreaking and inauguration ceremonies will be organized in a hybrid format, combining in-person and online participation with 79 connection points nationwide, symbolizing the 79th anniversary of the National Resistance Day (December 19, 1946 – December 19, 2025).

Among them are 12 in-person connection points (located in Lao Cai, Bac Ninh, Quang Ninh, Hue, Quang Ngai, Lam Dong, Ho Chi Minh City, An Giang, Can Tho, Dong Nai, and two sites in Hanoi) and 67 online connection points.

The central connection point is located at the groundbreaking ceremony of the Olympic Sports Urban Area Investment and Construction Project in Thuong Phuc Commune, with the Hanoi People’s Committee acting as the governing authority.

According to the Ministry of Construction, several major projects commenced on this occasion include the Olympic Sports Urban Area in Hanoi with a total investment of VND 925 trillion; Subproject 1 of the Lao Cai–Hanoi–Hai Phong railway line with an investment of VND 3.299 trillion; the Red River scenic boulevard axis with a total investment of VND 855 trillion; the railway rail and special steel manufacturing project in Dung Quat with an investment of VND 10 trillion; the Tan Phu–Bao Loc expressway with an investment of VND 18 trillion; a high-end integrated tourism and service complex in Van Don with an investment of VND 51 trillion; Phase 1 of the urban railway line in the Phu Quoc special administrative zone with an investment of VND 8.95 trillion; and the Youth Cultural House in Ho Chi Minh City with an investment of VND 2.24 trillion.

At the same time, key works inaugurated or technically opened include: the main section of the eastern North–South Expressway from Can Tho to Hau Giang to Ca Mau; Hue International General Hospital; and the launch of the first flight under Phase 1 of the Long Thanh International Airport project.

According to Minister of Construction Tran Hong Minh, during this December 19 occasion, the country will complete and technically open 3,513 km of expressways (including 3,188 km of main routes and 325 km of access roads). By the end of 2025, a total of 3,813 km is expected to be completed (including 3,345 km of main routes and 458 km of access roads).

Among the 11 expressway projects under the Ministry of Construction expected to be inaugurated are the upgrades of the Cao Lanh–Lo Te and Lo Te–Rach Soi routes, which will be completed and opened to traffic; and the eastern North–South Expressway section from Can Tho to Hau Giang, which will open its main route. Six expressway projects will be technically opened, including: Hau Giang–Ca Mau; Quang Ngai–Hoai Nhon; Hoai Nhon–Quy Nhon; Quy Nhon–Chi Thanh; Chi Thanh–Van Phong; and Subproject 2 of the Bien Hoa–Vung Tau Expressway.

In addition to transport-related works and projects, many other sectors have registered projects for groundbreaking and inauguration, such as industry, urban areas, technical infrastructure, and civil works, as well as social housing, culture, education, agriculture, national defense, sports, and healthcare. The completion and commissioning of numerous important transport, urban, and technical infrastructure projects will create new momentum for development.

Synchronous infrastructure development not only enhances connectivity, shortens travel time, and reduces logistics costs, but also opens up opportunities to attract investment, promote regional linkages, improve the quality of life for citizens, and strengthen the competitiveness of the economy.
