This is one of the goals set in Decision No. 2229/QĐ-TTg dated October 9 by the Prime Minister approving the Strategy for the Development of Vietnam’s Logistics Services for 2025–2035, with a vision toward 2050.
Accordingly, during 2025–2035, the Strategy targets that the share of value added from logistics services in GDP will reach 5–7%. The average annual growth rate of the logistics sector is expected to be 12–15%. The proportion of enterprises outsourcing logistics services should reach 70–80%. Logistics costs relative to GDP should be reduced to 12–15%.

Ranking by the Logistics Performance Index (LPI — published by the World Bank) among the top 40 countries and territories. The proportion of logistics enterprises applying digital transformation solutions should reach 80%.
Logistics services will develop efficiently toward emission reduction and transition to green energy sources. 70% of workers in the logistics service industry should be trained with technical professional qualifications, of which 30% hold university degrees or higher.
At least 5 modern international-standard logistics service hubs will be established, serving as connection nodes for regional and international supply chains.
In the period toward 2050, the targets are: the share of value added from logistics services in GDP to reach 7–9%; the average annual growth rate of logistics sector 10–12%; the proportion of enterprises outsourcing logistics services 80–90%; and logistics costs relative to GDP reduced to 10–12%.
Rankings by LPI to be in the top 30. 100% of Vietnamese logistics enterprises should use digital transformation solutions.
Logistics services will continue to develop efficiently, contributing to national net-zero emissions. 90% of workers in logistics should be trained at technical professional levels, with 50% holding university degrees or higher.
At least 10 modern international-standard logistics hubs will be built, acting as central nodes for connectivity and development within regional and international supply chains.
The Strategy outlines tasks and solutions including: perfecting legal institutions; strengthening state governance; investing in synchronized, modern logistics infrastructure; promoting regional linkage in logistics development; building goods sources and logistics markets; improving the competitiveness and quality of logistics enterprises and services; promoting research, innovation, digital and green transformation in logistics; developing high-quality logistics human resources; and enhancing the role of associations and pioneering enterprises in logistics.
On October 8, Vietnam hosted the FIATA World Congress 2025 (the International Federation of Freight Forwarders Associations) — the largest annual event in the global logistics industry — marking an important step for Vietnam’s logistics sector toward deeper integration.
At the congress, Prime Minister Pham Minh Chinh affirmed that Vietnam regards logistics as one of three growth engines and a foundational factor connecting manufacturing sectors, localities, and linking Vietnam with the world. As a country located on major international maritime and aviation routes, with over 3,200 km of coastline, and a network of seaports, airports, and land border gates, Vietnam has full potential to become an important logistics hub in the region.
