Infrastructure for Green Industry

Developing green industry is not only a trend but has become a mandatory requirement in Hue’s growth process. To realize this goal, the city is focusing on investing in synchronized technical infrastructure.

Affirming potential and defining direction

At present, the Gilimex Industrial Park Project (Phu Bai Ward) is entering its final stage, ready to welcome investors. With a scale of more than 460 hectares, Gilimex Industrial Park is expected to become a symbol of green, clean, and environmentally friendly industrial development. A key highlight of the project is the centralized wastewater treatment plant with a total investment of approximately VND 130 billion, which has been completed and is ready for operation. This facility ensures that all wastewater from secondary investors meets standards before being discharged into the environment — a clear demonstration of Gilimex’s long-term commitment to sustainable industrial development nationwide.

According to Mr. Phan Van Dinh, Deputy General Director of Gilimex Hue, the company has set out from the beginning to build a model project guided by green development. Green spaces account for 22% of the total area, equivalent to 65 hectares, double the current minimum regulatory requirement.

Hue is located along the East–West Economic Corridor, with trade advantages connecting to Laos, Thailand, and Myanmar, and is home to Phu Bai International Airport, Chan May deep-water port, as well as rail and road systems. The city’s growing transport, logistics, and communication infrastructure facilitates the formation of a regionally scaled industrial logistics chain. At the same time, its human resources are improving, with over 700,000 working-age people, nearly half of whom are trained through the local system of universities, colleges, and vocational schools.

Sustainable development

In multiple discussions, Hue’s leaders have affirmed: “Hue will not trade the environment for short-term growth.” While this direction may initially result in modest growth figures, it lays the foundation for a safe, transparent, and long-term investment environment — a destination for responsible investors with a sustainable vision. However, developing green industry still faces challenges, such as incomplete transport and energy infrastructure, a shortage of high-tech human resources, and significant green transition costs, especially for small and medium enterprises.

To address these challenges, Mr. Phan Quy Phuong, Member of the City Party Standing Committee and Vice Chairman of the Hue People’s Committee, said that the city has implemented a series of synchronized solutions — including refining mechanisms and policies on tax and land incentives; supporting enterprises in technology innovation and wastewater recycling; encouraging the use of renewable energy; streamlining administrative procedures through an electronic one-stop system; and establishing four special task forces led by city leaders to resolve obstacles in key projects.

According to Mr. Le Van Tue, Head of the Management Board of the City’s Economic and Industrial Zones, the city has issued a set of investor screening criteria to ensure green orientation — prioritizing projects with advanced technology, low emissions, no coal usage, and circular production models. Projects with outdated technology or pollution risks will not be licensed, regardless of their capital scale.
