Deputy Prime Minister Le Van Thanh has just signed Decision No. 1050/QD-TTg on September 7, 2022 approving the investment policy of Gilimex Vinh Long Industrial Park Project.
The above project is implemented in Tan Quoi town and Thanh Loi commune, Binh Tan district, Vinh Long province. Gilimex Vinh Long Industrial Park Joint Stock Company is the project investor.
Regarding the project scale, the Deputy Prime Minister requested the People’s Committee of Vinh Long province to direct the Management Board of industrial parks of Vinh Long province and related agencies to guide investors to diverge project investment according to the provisions of Clause 4 Article 8 of the Government’s Decree No. 35/2022/ND-CP dated May 28, 5, 2022 regulating the management of industrial parks and economic zones, ensure conformity with industrial park land targets in the national land use plan to 2025 allocated by the Prime Minister to Vinh Long province in Decision No. 326/QD-TTg dated March 9, 2022 allocating targets for the national land use planning period 2021 – 2030, vision to 2050, the 5-year National Land Use Plan 2021 – 2025 and adjustment decisions (if any), in accordance with the Gilimex industrial park development plan which was approved by the Prime Minister and the construction plan of the industrial park approved by the People’s Committee of Vinh Long province; at the same time, meet the conditions specified at Point b, Clause 2, Article 9 of Decree No. 35/2022/ND-CP. The implementation of the next phases must comply with the provisions of Clause 4 Article 8 of Decree No. 35/2022/ND-CP.
Regarding the investment capital of the project, the People’s Committee of Vinh Long province directs the Management Board of industrial parks of Vinh Long province to request the investor to recalculate and accurately determine the total investment capital of the project according to the scale of land use of the project (to be diverged investment), ensure full calculation of expenses for project implementation in accordance with the provisions of law.
The Deputy Prime Minister requested the Ministry of Planning and Investment to take responsibility for the contents of the report on the results of appraisal of project investment policies and perform state management responsibilities in monitoring and directing industrial parks to operate in accordance with law.
The People’s Committee of Vinh Long province is responsible for implementing the project in accordance with the plan approved by competent authorities; inspect and determine the investor’s satisfaction of the conditions for land lease by the State at the time of land lease; ensure conditions for allowing change of land use purposes in the process of land lease, allowing change of land use purposes for project implementation.
At the same time, People’s Committee of Vinh Long province will direct relevant agencies to guide investors to make dossiers and carry out procedures related to the change of land use purposes for rice cultivation in accordance with the land law as well as plan to add land area or increase the efficiency of other rice land to compensate for the conversion of rice land stipulated in Article 134 of the Land Law.
People’s Committee of Vinh Long province also supervise and evaluate the implementation of the project, including capital contribution and capital mobilization according to investors’ commitments to ensure compliance with the provisions of the law on investment, the law on land and relevant laws; guide investors to comply with real estate business conditions in accordance with the law on real estate business…
The Deputy Prime Minister requested Gilimex Vinh Long Industrial Park Corporation (The Investor) to meet the conditions for investment in Gilimex industrial park infrastructure specified in Article 9 and relevant provisions of Decree No. 35/2022/ND-CP; change the purpose of using land for rice cultivation to implement the project in accordance with the law on land, laws on management and use of land for rice cultivation; carry out procedures on environmental protection in accordance with the law on environmental protection and guiding documents…
