On the afternoon of November 28 in Hanoi, Gilimex Industrial Park participated in the Forum “Perfecting Policies to Attract the New Generation of FDI into Industrial Parks”.

Under the direction of the Vietnam Chamber of Commerce and Industry (VCCI), the Business Forum Magazine organized the Forum “Perfecting Policies to Attract the New Generation of FDI into Industrial Parks” at the VCCI Hall on the afternoon of November 28, with the participation of leaders from central ministries and agencies, experts, enterprises, and investors.

Removing bottlenecks and unlocking new investment flows

Mr. Nguyen Duc Hien – Deputy Head of the Central Economic Commission’s Policy and Strategy Department – affirmed that the FDI sector has played a pivotal role throughout nearly 40 years of reform, enabling Vietnam to integrate deeply into global value chains. Resolution 57-NQ/TW and Resolution 224/2025/QH15 both emphasize the development of digital industrial parks, eco-industrial parks, high-tech industrial parks, and free trade zones. The Government is currently drafting a new decree to replace Decree 35/2022/ND-CP to ensure a consistent legal framework aligned with land, planning, public investment, and local decentralization laws.

According to Mr. Hien, Vietnam holds major advantages in political stability, a market of nearly 100 million people, and a young workforce. However, attracting new-generation FDI requires a more coordinated and substantive approach. The documents of the 14th National Party Congress outline selective FDI attraction, prioritizing high technology, low emissions, stronger FDI–domestic linkages, and enhanced technology transfer.

He emphasized the need to quickly finalize the institutional framework for emerging fields such as AI, digital technology, and green energy; design incentive schemes linked to R&D, training, and output performance; develop infrastructure; and address the shortage of clean land in major urban areas.

Shifting the focus of investment attraction

Mr. Phan Huu Thang – Chairman of VIPFA and former Director General of the Foreign Investment Agency – noted that new-generation FDI is closely associated with high technology and green investment. He recommended that the Government promptly issue the 2025–2035 new-generation FDI strategy and a national set of FDI criteria; that the Ministry of Finance improve the legal framework for green and eco-industrial parks and build a national FDI database; and that incentives for research and development be established. The Ministry of Education and Training should develop human resources for emerging industries, while localities must link vocational training with actual labor demand in industrial parks.

From an international perspective, Mr. See Yee Chung – Vice Chairman of SingCham Vietnam – commended Vietnam’s efforts in institutional reform, green growth, and high-tech development. He acknowledged new policies related to carbon markets, emissions reduction, and improvements in land and real estate regulations. He also noted that energy demand for data centers and high-tech industries will grow rapidly, requiring power infrastructure upgrades and refined PPP laws.
