On the afternoon of October 1, 2025, the People’s Committee of Tri Qua Ward held a conference to implement the land clearance work for the Investment, Construction, and Infrastructure Business Project of Thuan Thanh III Industrial Park – Zone C. The meeting was chaired by Mr. Nguyen Duc Dien – Member of the Party Committee Standing Board, Vice Chairman of the Ward People’s Committee, and Chairman of the Compensation Council. Attending the event were Ms. Truong Thi Hanh – Standing Deputy Secretary of the Ward Party Committee; leaders of the Ward People’s Council; Chairman of the Ward Vietnam Fatherland Front Committee; members of the Compensation, Support, and Resettlement Council of the Thuan Thanh III – Zone C project (as per Decision No. 687/QD-UBND dated 23/9/2025); Party Cell Secretary; Head of the residential group; Accountant; Head of the Fatherland Front Committee of Dai Trach residential group; representatives of households with land to be acquired; Gilimex Bac Ninh Industrial Park Co., Ltd.; and the consulting unit for land clearance – Bac Ninh 2 Industrial Park Investment and Development Support Center.

At the conference, representatives from the Ward’s Department of Economy, Infrastructure, and Urban Development announced the Decision on establishing the Compensation, Support, and Resettlement Council for the project. Representatives of Bac Ninh 2 Industrial Park Investment and Development Support Center – the consulting unit for land clearance – presented Decision No. 195/QD-UBND dated 14/3/2025 by the Bac Ninh Provincial People’s Committee approving the 1/2,000-scale subdivision planning project of Thuan Thanh III Industrial Park – Zone C, and Decision No. 335/QD-UBND dated 28/4/2025 approving the investment policy and investor for infrastructure development and business of Thuan Thanh III Industrial Park – Zone C, as well as the proposed land clearance implementation plan.

Mr. Vu Quang Hung – Deputy General Director of Gilimex Bac Ninh Industrial Park Co., Ltd. – introduced the Thuan Thanh III Industrial Park – Zone C project, with a total planned area of 196 ha and an estimated investment capital of VND 1,986 billion. Land clearance is expected to begin in Q4/2025 and the park is planned to launch in Q2/2026. This will be a modern industrial park, integrating green and eco-friendly factors, prioritizing investors with advanced technology, low emissions, and renewable energy usage. The project is expected not only to create jobs and increase incomes for local people but also to contribute significantly to the budget and enhance the locality’s competitiveness.
Opinions at the conference showed high consensus with the project’s implementation and the announced contents. Mr. Nguyen Van Tao – representing households with land acquired – expressed agreement with the project policy, while proposing that the State study and issue appropriate compensation and support policies to reassure people when handing over land.
Representatives of the Party Committee and management of Dai Trach residential group also expressed support, stressing the need for close coordination between the investor, consulting unit, and local authorities in communication, persuasion, and clear explanation to ensure people’s understanding and consensus. They also suggested that the investor pay more attention to the legitimate rights of affected households, especially those losing agricultural land, by providing stable employment solutions after land acquisition, supporting local socio-economic development, and improving people’s livelihoods.

In her directive speech, Ms. Truong Thi Hanh – Standing Deputy Secretary of the Ward Party Committee – emphasized that Thuan Thanh III Industrial Park – Zone C is a key project with direct impacts on the socio-economic development of the locality. Therefore, its implementation must be conducted transparently, in compliance with the law, while ensuring the legitimate rights of local people, preventing complex complaints that could affect project progress.

She also requested the Ward Vietnam Fatherland Front Committee and local political-social organizations to actively support communication and mobilization to build public consensus; Party cell secretaries and residential group management should strictly follow directives and explain the project’s goals and significance clearly and promptly to residents. She urged the investor and consulting unit to be receptive, listen, and incorporate grassroots feedback to adjust in a timely manner, working closely with local authorities throughout the process.
She further emphasized: The project will not only promote industrial development and improve the locality’s competitiveness but also serve as an important opportunity to transform the urban landscape, complete technical infrastructure, and open the way toward green, modern, and sustainable development. Harmonizing the interests of the State, businesses, and people is the key factor that will determine the project’s success and create a foundation for the long-term development of Tri Qua Ward and Bac Ninh Province.
In conclusion, Mr. Nguyen Duc Dien – Member of the Party Committee Standing Board and Vice Chairman of the Ward People’s Committee – stressed that the implementation of Thuan Thanh III Industrial Park – Zone C is a key task with significant meaning for local socio-economic development. He affirmed that the Ward People’s Committee will fully absorb the Party Committee’s directives and feedback from the conference. Based on this, he assigned the Ward’s Department of Economy, Infrastructure, and Urban Development to coordinate closely with the consulting unit and investor to develop a detailed compensation and land clearance plan with clear milestones and tasks, while strictly complying with legal regulations to ensure transparency and completeness. Land use verification must be conducted accurately to protect the legal rights of the people.

He also requested the investor and consulting unit to regularly coordinate with the authorities, promptly address difficulties and obstacles, and share responsibility with the locality during the project’s implementation.
Thuan Thanh III Industrial Park – Zone C is one of the key projects of Bac Ninh Province in general and Tri Qua Ward in particular. The land clearance work must be carried out on schedule, transparently, and in compliance with the law, ensuring people’s rights while creating favorable conditions for the investor. This is not only an important step to promote industrial development and improve the locality’s competitiveness but also contributes to economic restructuring, creating stable jobs, increasing incomes, ensuring social security, and moving toward sustainable development – positioning Tri Qua Ward as one of the province’s key hubs for industry, trade, and services in the coming years.
