Proposal to make Bac Ninh the center of the “National Semiconductor Industrial Cluster”

On the afternoon of March 10th, the National Steering Committee for Semiconductor Industry Development held its first meeting of 2026. Deputy Prime Minister Nguyen Chi Dung, Head of the Steering Committee, chaired the meeting at the central location. At the Bac Ninh location, Mr. Nguyen Van Dung, Director of the Department of Science and Technology and Deputy Head of the Provincial Steering Committee, chaired the meeting along with leaders from relevant departments and agencies.

The report on the implementation of the Vietnam Semiconductor Industry Development Strategy to 2030 and Vision 2050 (Strategy 1018) presented at the conference showed that, to date, 13 out of 38 tasks of the Project have been completed. Notable tasks include establishing an Investment Support Fund; finalizing the Project on Human Resource Development for the Semiconductor Industry; the Project on investing in the construction of a small-scale, high-tech semiconductor chip manufacturing plant; the Project on supporting the establishment of several centers and research institutes on the semiconductor industry; and developing preferential mechanisms and special support for the construction of semiconductor chip manufacturing plants.

Despite positive results, the implementation of the Strategy has faced numerous challenges. The domestic semiconductor industry ecosystem is not yet fully developed and integrated. Technological capabilities and the scale of the semiconductor market are limited. There is a shortage of high-quality human resources in the semiconductor sector. Infrastructure serving the semiconductor industry is inadequate and not yet synchronized…

At the conference, delegates from departments, localities, technology companies, and educational institutions exchanged and discussed the opportunities and challenges in developing the semiconductor industry in Vietnam, and subsequently proposed directional solutions.

Speaking from the Bac Ninh branch, Mr. Nguyen Van Dung, Director of the Department of Science and Technology, affirmed that, with its favorable geo-economic location and status as one of the country’s major industrial centers, Bac Ninh clearly recognizes its potential and opportunities to participate in the semiconductor industry value chain, and has proactively issued many policies and guidelines to develop this field.

Bac Ninh has developed a Semiconductor Industry Development Plan until 2030, with a vision to 2050; strengthened the Provincial Semiconductor Industry Development Steering Committee, assigned the Department of Science and Technology as the permanent agency, and developed the Steering Committee’s work program for 2026.

Furthermore, the province places special emphasis on developing high-quality human resources in the semiconductor industry, orienting training activities for educational institutions in the area; planning two university urban areas, strengthening training cooperation both domestically and internationally; issuing mechanisms to support training and attract high-quality human resources; and promoting the tripartite linkage model (state, schools, and businesses) connecting training with the practical needs of the labor market.

Regarding infrastructure, the province still has 15 planned industrial parks that have not yet selected investors; it is expected to add 22 new industrial parks by 2030, creating significant opportunities to attract investment in high-tech industries, including semiconductors. Bac Ninh is also accelerating administrative procedure reforms, applying the “green channel” mechanism, and strengthening international investment promotion to attract more large investors in this field.

To promote the semiconductor industry in the province, the province proposes that the Government consider making Bac Ninh the center of the “National Semiconductor Industrial Cluster” in the North; and promptly issue mechanisms to promote connections between FDI and domestic enterprises to enhance technology transfer and human resource training. It also proposes supplementing the planning for the development of clean energy sources and researching models for small-scale nuclear power plants in key industrial areas. Furthermore, it requests that the Ministry of Science and Technology strengthen guidance and support for localities in technology assessment, preventing the import of outdated and environmentally polluting technologies under the guise of semiconductor industry investment.

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung requested that members of the Steering Committee, ministries, sectors, and relevant localities and units resolutely implement the tasks of the Strategy for the Development of Vietnam’s Semiconductor Industry to 2030 and Vision 2050. Specifically, they should strive to select 3-5 strategic semiconductor chip lines and develop products. A pilot program should be implemented where the State orders products using Vietnamese semiconductor chips for defense, security, and digital transformation. Furthermore, a selection and support program should be provided to several institutes, universities, and enterprises under the “three-party” model to establish and expand Vietnamese chip design units.

Operate the National Semiconductor Chip Produced Production Center and support product commercialization. Strengthen domestic and international linkages in training and improving the quality of human resources in the semiconductor industry; promote technology transfer.完善 Complete the legal framework, institutions, and policies to promote the rapid and sustainable development of the country’s semiconductor industry, gradually participating more deeply in the global semiconductor value chain.
