On July 17, Vice Chairman of Vinh Long Provincial People’s Committee Nguyen Van Liet signed Decision No. 1673/QD-UBND approving the investment policy of the investment project to build a domestic waste treatment plant in Vinh Long province in the form of bidding to select investors in accordance with the law on bidding.
The objective of the project is to build a daily waste treatment plant in Vinh Long City and other districts and towns in the province, which will replace the current solid waste landfill; minimize environmental pollution, create a clean and green environment, contribute to create a premise for local socio-economic development.
At the same time, treating the existing amount of garbage at Hoa Phu landfill with modern and environmentally friendly technology, contributing to gradually improving environmental quality.
In terms of scale, the project has a land area of about 7.63 hectares; designed capacity of 500 tons of garbage/day, in which 431 tons/day of new garbage will be received according to 2023 data (waste source in Vinh Long province); the amount of domestic waste is forecasted to 2030 in the province 182,072 tons (499 tons / day). It is forecasted that the volume of domestic solid waste in 2080 of Vinh Long province is 607,652 tons.
Estimated processing capacity is 500 tons of waste/day. Treat household solid waste with incineration technology, ensuring the landfill rate after treatment is not more than 20%.

The project uses incineration technology, ensuring the landfill rate after treatment is not more than 20% (according to Decision No. 491/QD-TTg dated May 7, 2018 of the Prime Minister on approving strategic adjustments national solid waste until 2025, vision to 2050).
Project implementation location at Hoa Phu Solid Waste Treatment Complex, Hoa Phu commune, Long Ho district, Vinh Long province. The project has an investment capital of about 500 billion VND. The project’s operating term is 50 years.
Regarding progress, the project will start construction in the third quarter of 2024 and be completed to be put into operation in the first quarter of 2026.
The People’s Committee of Vinh Long province assigned the Department of Construction to urgently complete and submit for approval the Criteria for selecting investors to implement the household waste treatment plant project in Hoa Phu commune to serve as a basis for investor selection. according to the law; Coordinate with the Department of Planning and Investment and relevant units to advise and organize the implementation of investor selection procedures according to regulations.
In addition, the People’s Committee of Vinh Long province assigned the Department of Natural Resources and Environment to direct affiliated specialized agencies to speed up the progress of preparing, appraising, and submitting for approval the 1/500 detailed planning of the chemical treatment complex. Hoa Phu solid waste; At the same time, urgently advise on the implementation of procedures for relocating assets on the ground under the project of Phuong Thao Construction Joint Stock Company according to regulations.
It is known that in February 2009, Vinh Long province issued an Investment Registration Certificate for the investment project to build a factory to process household waste into compost to protect the environment and serve agriculture with merits capacity of 36,000 tons of fertilizer/year. The factory was built in Phu Hung hamlet, Hoa Phu commune, Long Ho district, Vinh Long province, invested by Phuong Thao Construction Development Joint Stock Company with a land use area of 8 hectares (including old landfill of 2.4 hectares), processing capacity of 200-300 tons of garbage/day and 36,000 tons of feces/year. Total investment capital is VND 192 billion. It is expected time to go into operation in December 2010. Then, in October 2012, Vinh Long province issued a second change of investment registration certificate, the project’s total investment capital was adjusted to VND 238 billion and the expected time to come into operation will be in January 2013.
In April 2013, the project was put into trial operation, but due to difficulties, it was only suspended for about half a year. In September 2016, the project resumed operations but then continued to cease operations until now.
In May 2019, the Chairman of Vinh Long Provincial People’s Committee issued document No. 1866/UB-KTTH on the revocation of the investment certificate for the domestic waste treatment plant project invested by Phuong Thao Construction Development Joint Stock Company. At the same time, on 30/5/2019, the Department of Planning and Investment of Vinh Long province issued Decision 129/QD-SKHDT on terminating the operation of this project.
