The People’s Committee of Bac Ninh City has just issued Plan No. 352/KH-UBND on the implementation of the Project on Ecosystem for Utilizing Free Trade Agreements (FTAs) in the period 2026 – 2030, with a vision to 2035 in the area.
According to the Plan, the ecosystem for leveraging FTAs in the city will be implemented synchronously with the development orientation of high-tech industries, supporting industries, commercial agriculture, logistics, e-commerce, science and technology, digital transformation , and green transformation. Businesses are the key players in determining the effectiveness of FTA utilization; state agencies play the role of facilitators, coordinators, information providers, and problem solvers within their authority.
By 2030, Bac Ninh aims to establish and maintain a Task Force on the Ecosystem for Leveraging FTAs; build a database of businesses, cooperatives, household businesses, associations, and support organizations categorized by industry, market, origin capacity, standards, and needs. Simultaneously, it will guide potential and interested entities in completing registration dossiers to participate in the Ecosystem; and enhance their capacity regarding FTA commitments, rules of origin, technical standards, food safety, traceability, intellectual property, trade defense, digital transformation, and green transformation.
By 2035, Bac Ninh aims to maintain an export support and integration ecosystem based on data, professional services, and public-private partnerships; enhance the position of domestic enterprises in the supply chains of FDI corporations and enterprises; and promote production and exports towards high-tech, green, digital, circular, and high value-added industries.
Accordingly, the Plan focuses on seven groups of tasks and solutions, including: perfecting organizational and coordination mechanisms; reviewing and guiding registration and membership development; selecting and organizing support for members; enhancing capacity to utilize FTAs; developing FTA value chains and markets; building, updating, and sharing data; communication, developing support networks, and evaluating results.
In particular, Bac Ninh focuses on building inter-sectoral coordination mechanisms, establishing a focal point for receiving and handling difficulties and obstacles; surveying and classifying businesses, cooperatives, and business households according to industry, market, and support needs. The selection and support of members are carried out according to regulations, linked to output results, absorption capacity, spillover effects, and the ability to balance resources.
Innovate training and consulting activities based on industry, market, and real-world situations; support businesses in meeting standards, regulations, food safety, traceability, testing, and certification; improve productivity and quality, innovate technology, reduce emissions, digital transformation, and green transformation.
For value chain development, Bac Ninh focuses on electronics, semiconductors, high technology, and supporting industries. Support is being provided to businesses to promote, introduce, and open stores on the Amazon e-commerce platform to sell branded goods from the province in the US market and other Amazon sales markets; by 2026, the goal is to support at least 10 businesses, and between 2026 and 2030, approximately 50-100 businesses, integrated with the province’s Go Global program.
In addition, the province builds, updates, and shares data on entities, industries, markets, needs, and support results; prioritizing the use of platforms and data from the Ministry of Industry and Trade and existing systems.
