Ready to “move up” by 2025
Decision No. 108/QD-TTg by the Prime Minister approving the Master Plan for Thua Thien Hue Urban Development up to 2045, with a vision to 2065, clearly outlines the roadmap for Thua Thien Hue to become a centrally governed city. Accordingly, Hue as a centrally governed city will be distinctive for its ecological, scenic, environmentally friendly, and smart urban characteristics. The entire administrative boundary of Thua Thien Hue, with a total area of approximately 4,947.1 km², will fall under this master plan.
According to the approved plan, as a centrally governed city, Hue will be classified as a I grade urban area with unique features. It will be developed on a foundation that preserves and promotes the cultural and historical values of the ancient capital and the unique Hue identity. It will stand out as an ecological, scenic, environmentally friendly, and smart city.
Hue will serve as a growth hub for the Central Key Economic Zone, focusing on marine economy and tourism economy. It will also be a major center nationwide for science and technology, specialized healthcare, multi-disciplinary and high-quality education and training, international tourism, industrial development, and national port systems. Tourism will be a key economic sector, information and communication technology a breakthrough, while high-tech industry and agriculture will serve as foundational pillars.
The urban structure of Hue will be developed following a model of urban clusters along economic corridors and transportation corridors integrated with key development centers. These urban clusters will be systematically developed to support socio-economic development, while preserving and promoting the unique values of the ancient capital and the cultural and historical heritage recognized by UNESCO.
What opportunities await investors?
Nguyen Van Phuong, Chairman of the Thua Thien Hue Provincial People’s Committee, stated that to achieve optimal results in investment promotion, the province annually develops an investment promotion program that sets out principles, orientations, and goals for attracting both domestic and international investors across all sectors. The province is committed to administrative reform, improving the investment environment, and synchronously developing infrastructure systems.
“The approved provincial plan is an opportunity for Thua Thien Hue to better leverage its geopolitical and economic advantages, capitalize on its unique strengths, and seize opportunities in the new phase for rapid and sustainable development. The plan also helps investors identify potential, advantages, and specific directions when choosing to invest in the province,” Mr. Phuong emphasized.
According to the plan, Phu Bai International Airport will expand its taxiways, passenger terminals, civil aviation areas, and aprons by 2030, aiming to handle 7 million passengers and 200,000 tons of cargo annually (or more if needed). The airport will be upgraded to meet the 4E civil aviation and Class I military standards and will feature an ICD inland port connecting to airports and seaports. By 2050, additional runways will be built, and the infrastructure will be expanded to accommodate 12 million passengers annually.
In addition, Thua Thien Hue will develop seaplane and helicopter airports at Tam Giang – Cau Hai Lagoon, Bach Ma National Park, and other potential tourist areas. The Chan May Port complex will be equipped to handle general cargo ships and bulk carriers with a tonnage of 150,000 to 200,000 tons (or more when conditions allow). The Thuan An Port area will accommodate vessels up to 5,000 tons, and the Phong Dien Port area will handle general cargo ships and bulk carriers up to 50,000 tons.
Notably, the Chan May Port will be developed into a container port and a cruise port, serving as an international trade center and a hub for world-class tourism and resort activities.
“The completion of urban infrastructure and the development of economic and industrial zones will contribute to enhancing investment attraction, especially drawing in large, reputable investors,” affirmed Chairman Nguyen Van Phuong.
