On June 11th, Mr. Hoang Hai Minh, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the City People’s Committee, held a working session with a South Korean delegation. The meeting aimed to promote cooperation in transportation and urban infrastructure projects while exploring the application of the transit-oriented development (TOD) model associated with Vietnam’s North-South High-Speed Railway.

At the meeting, Permanent Vice Chairman Hoang Hai Minh introduced the city’s planning orientation for a TOD area linked to the North–South High-Speed Railway station. This strategic vision has been systematically incorporated into Hue Urban Master Plan through 2045, with a vision to 2065.
According to the city leaders, developing a TOD model around the high-speed railway station represents a transformative opportunity for Hue to establish a new growth pole and create long-term momentum for socio-economic development. However, as this is an entirely new and large-scale model requiring substantial investment resources, Hue City needs significant support in terms of policy mechanisms, international experience, and close coordination between the locality and central ministries and agencies. Therefore, the city hopes that the Korea National Railway Corporation will accompany and support Hue in research, planning, human resource training, and the sharing of practical experience.
Representatives of the Korea National Railway Corporation (an agency under South Korea’s Ministry of Land, Infrastructure and Transport) provided a detailed introduction to management and operational models, as well as land-use mechanisms for TOD areas. They also shared extensive experience from the development of new urban centers associated with high-speed railway stations in South Korea. These models have helped stimulate economic growth, increase land values, and improve residents’ quality of life.
